The best lead distribution software for 2027 is the one that sells every lead you generate at the best price, to a buyer who can actually use it, and proves it with numbers. That sounds obvious, yet most platforms still stop at delivery: the lead leaves your system, a buyer accepts or rejects it, and whatever happens next is invisible. Vertikl is our best overall lead distribution platform for 2027. It covers every routing method agencies and brokers use (rule-based, priority, exclusive, shared and ping-post), retries rejected leads automatically against the next eligible buyer, brings buyer outcomes back into routing, gives buyers a self-service portal, and runs each client on a dedicated instance with its own database. Its plans are published, from 300 € a month for 2,000 leads, with a 14-day free trial.
The rest of the list is strong in specific places. boberdoo still has some of the deepest custom routing trees in the category. Lead Prosper is a solid compliance-first ping-post option at moderate volume. Phonexa makes the most sense when phone calls are your main product. LeadsPedia and CAKE fit publisher and affiliate networks. LeadByte and Databowl are the usual names for UK and European lead generators, and ActiveProspect’s LeadConduit works best as a consent and lead-flow layer next to a distribution engine.
Last updated: November 2026. This is the 2027 edition of our 2026 lead distribution software comparison.
Key Takeaways
- Vertikl is the best overall pick for 2027: full routing coverage, automatic retries, buyer outcome tracking, a buyer portal, a dedicated database per client and published pricing in one plan.
- Recovery and outcomes now matter more than raw routing. Almost every platform can route a lead. Far fewer retry a rejected lead automatically or learn from what the buyer did with it.
- Consent has to travel with the lead. With the TCPA revocation rules in force since April 2025, an opt-out has to reach every buyer a lead was sold to. Ask how each platform carries consent records and opt-outs downstream.
- Pricing is still mostly hidden. Of the ten platforms here, Vertikl, Databowl, LeadByte, LeadsPedia and Lead Prosper have prices you can find without a sales call, and only Vertikl publishes its full grid, overage included.
- Two changes from the 2026 list: LeadAngel and Standard Information are out, Databowl and ActiveProspect’s LeadConduit are in.
What Changed for 2027
Consent rules settled, but revocation got stricter. The FCC’s one-to-one consent rule, which would have required separate consent for each seller a lead was shared with, was vacated by the Eleventh Circuit in January 2025 before it took effect. The revocation rules did take effect in April 2025: consumers can revoke consent by any reasonable means, and businesses have to honor it quickly. The FCC extended its waiver of the broader “revoke-all” provision to January 31, 2027 while it reconsidered the rule, so lead sellers should plan for opt-outs that apply across buyers, not only to the one who received the request. A distribution platform has to keep the consent record attached to each lead and push opt-outs to every buyer that lead reached. This is general information, not legal advice, so check the current rules with counsel for your verticals.
Buyer outcomes became a routing input. The most useful number in lead distribution is not how many leads a buyer accepted, it’s how many they contacted, qualified and converted. Platforms that collect those outcomes per buyer and per source can steer volume toward the buyers who actually close, and show which sources produce leads that sell. We cover how this works in our guide to buyer outcome and conversion tracking.
Data isolation moved from enterprise checkbox to standard question. European buyers ask where data is hosted, US buyers ask whether their leads share a database with a competitor’s. Shared multi-tenant platforms can answer the first question, rarely the second.
AI moved into setup, not just scoring. The practical use of AI in 2027 is in configuration: mapping a new source’s fields, writing a transformation or a validation rule in minutes instead of waiting on a developer. Opaque AI “lead scores” bolted onto old rule engines remain harder to trust than routing rules you can read.
Pricing pressure. Lead margins are thinner than they were, and a platform that bills leads, pings and pre-pings separately, or charges for each add-on, can quietly eat a large share of them. A predictable price per volume is now a selection criterion in its own right.
How We Evaluated
Each platform was compared on seven criteria, weighted toward what decides revenue for a business that sells leads to more than one buyer:
- Routing coverage: rule-based matching, priority order, exclusive and shared distribution, ping-post.
- Recovery: whether a rejected or unsold lead is retried automatically against the next eligible buyer.
- Buyer outcomes: whether contact, qualification and conversion results come back into the platform.
- Consent and compliance: consent records, suppression, opt-out handling and an audit trail.
- Data isolation and hosting: shared database or dedicated instance, and choice of hosting region.
- Pricing transparency: whether you can see what you’ll pay at your volume before a sales call.
- Time to first lead: how long from sign-up to routing real leads.

1. Vertikl: Best Overall Lead Distribution Software for 2027
Vertikl is lead distribution software built for businesses that capture leads from many sources and sell or route them to many buyers. It ranks first because it is the only platform in this comparison that covers the whole path, from intake to the buyer’s final outcome, in one plan with a published price.
Routing and selling. Each lead is matched against buyer criteria, caps, schedules and priorities, then sold exclusively, shared with several buyers at once or in sequence, or auctioned through ping-post. Delivery goes out by API, webhook, ping-post, Google Sheets, email or SMS.
Recovery. When a buyer rejects a lead or a delivery fails, Vertikl retries it against the next eligible buyer automatically. This is the feature that most directly turns lost leads back into revenue, and the one most often missing or half-built elsewhere. Our guide to fallback routing explains why.
Buyer outcomes. Buyers report what happened to each lead (contacted, qualified, converted, lost, invalid, duplicate, unreachable), per source and campaign, so you can see which buyers close and which sources produce leads that sell. Read more about tracking buyer outcomes and revenue.
Buyer portal. Buyers search their leads, export them, report outcomes and top up a prepaid balance with Stripe, without emailing your team.
Infrastructure. Every client gets a dedicated instance with its own database, not a seat on a shared one, with a choice of hosting region. It’s ready in about 6 hours after sign-up. See the secure lead infrastructure page for details.
Setup. The trial starts with an assisted setup call: the team configures your sources, buyers and routing rules with you, and migrates what you already have. An AI-assisted expression builder writes field mappings, transformations and validation rules.
Pricing. Five published plans, every feature included in each:
| Plan | Leads included per month | Price per month | Extra lead |
|---|---|---|---|
| T1 | 2,000 | 300 € | 0.15 € |
| T2 | 10,000 | 500 € | 0.05 € |
| T3 | 50,000 | 1,000 € | 0.02 € |
| T4 | 150,000 | 1,500 € | 0.01 € |
| T5 | 300,000 | 2,000 € | Custom |
Above the included volume, each extra lead is billed at the plan’s own per-lead price, and as soon as the bill reaches the next plan’s price you move up to that plan, so you always pay the lowest amount for your volume. A Managed option, where the Vertikl team runs the platform with you, starts at 600 € a month. Full details are on the pricing page.
Watch-outs. Vertikl is built around web and API leads. If live phone calls are the core of your business, pair it with a call-tracking tool or look at Phonexa for that layer.
Best for: pay-per-lead agencies, lead brokers and marketplaces, and acquisition teams that buy leads from outside sources and need real routing depth without a custom contract.
Run your own sources and buyers through Vertikl for 14 days, with an assisted setup. Start your free trial.
2. boberdoo: Best for Deep Custom Routing Trees
boberdoo has been in lead distribution since 2001 and is known for routing trees with many conditional branches, multiple fallback paths and precise geographic targeting. Insurance, home services and legal operations that built years of custom logic on it tend to stay.
Watch-outs. boberdoo leases its software monthly, with pricing based on volume, add-ons and custom development, so you need a quote before you can compare. Advanced setups often involve their team or custom work.
Best for: very high-volume operations with complex, long-lived routing logic that justifies the setup investment. See our Vertikl vs boberdoo comparison for a side-by-side.
3. Lead Prosper: Best for Compliance-First Ping-Post
Lead Prosper focuses on ping-post distribution with strong validation and compliance tooling, which makes it popular in TCPA-sensitive verticals.
Watch-outs. Its pricing combines a monthly base with tiered usage. According to its support documentation, the base includes 5,000 leads, 200,000 pings and 200,000 pre-pings, and extra leads are billed per tier. That works at moderate volume, but costs scale along more than one dimension once ping traffic grows.
Best for: compliance-first ping-post operations at moderate volume. See Vertikl vs Lead Prosper.
4. Phonexa: Best When Calls Are the Main Product
Phonexa is a suite: lead management and distribution (LMS Sync, with ping tree support) sits next to call tracking with IVR and call routing, plus marketing tools.
Watch-outs. You pay for a suite, and pricing is quote-based. If you only need web lead distribution, much of what you pay for goes unused.
Best for: pay-per-call agencies and operations where calls and web leads have to be managed together. See Vertikl vs Phonexa.
5. LeadsPedia: Best for Publisher and Affiliate Lead Networks
LeadsPedia is a hosted lead distribution platform with validation, routing, ping-post and call tracking, built around networks that manage many publishers and buyers.
Watch-outs. Published figures vary by source, from about $450 to $1,500 a month for the entry tier and up to $2,500 for higher tiers, and some listings mention an onboarding fee. Confirm the full first-year cost before signing.
Best for: lead networks and affiliates managing a large publisher base.
6. LeadByte: Best for UK and European Multi-Vertical Operations
LeadByte is a UK-based lead management platform with plans for lead sellers, buyers and brokers. It supports exclusive, multi-sell, ping-post, weighted and auction distribution, and is widely used across European verticals.
Watch-outs. Directory listings put the entry price around £500 a month, while other listings say pricing is quote-only. Check how rejected leads are recovered and how buyer outcomes are reported against your buyer mix in the demo.
Best for: UK and European lead businesses running several verticals.
7. Databowl: Best Entry-Level Option in the UK
Databowl is a real-time lead capture, validation and distribution platform from the UK, with one of the lowest listed entry prices in this comparison.
Watch-outs. Listings cite plans from £199 and £499 a month, but the vendor’s own pages point to contacting sales. Smaller plans suit smaller operations: check limits on volume and buyers before you grow into them.
Best for: UK lead generators starting out, or moving off spreadsheets.
8. LeadConduit by ActiveProspect: Best Consent and Lead-Flow Layer
ActiveProspect is best known for TrustedForm consent certificates. Its LeadConduit product handles lead flow, validation and enrichment, and many operations run it alongside a distribution engine rather than instead of one.
Watch-outs. Two tools mean two contracts and two places to maintain logic. Check whether your distribution platform can store consent certificates with each lead and pass them to buyers natively.
Best for: TCPA-sensitive operations that want a dedicated consent and validation layer.
9. CAKE: Best for Affiliate Network Attribution
CAKE is performance marketing and affiliate tracking software with lead generation features, used by networks, advertisers and publishers to track campaigns and manage partner payouts.
Watch-outs. CAKE’s strength is attribution and partner management, not buyer-side routing. Teams selling leads to many buyers usually pair it with a distribution platform.
Best for: affiliate networks whose main problem is tracking and paying partners.
10. ClickPoint (LeadExec): Best for Distribution Plus a Sales CRM
ClickPoint Software sells LeadExec, a lead distribution platform for performance marketers with ping-post, buyer management and a branded buyer portal, alongside its own sales CRM. LeadExec can sell leads to outside buyers or route inbound volume to internal sales teams.
Watch-outs. Pricing is quote-based. Check how rejected leads are recovered and whether buyer outcomes feed back into routing, and whether you need the CRM half of the offer.
Best for: companies that want lead distribution and a sales CRM from the same vendor.
What Vertikl Costs at Three Real Volumes
Because Vertikl’s grid is published, you can work out the cost yourself. Three examples:
- 5,000 leads a month. T1 would cost 300 € plus 3,000 extra leads at 0.15 €, so 750 €. T2 costs 500 € and includes 10,000 leads, so you pay 500 €.
- 50,000 leads a month. Exactly the T3 volume: 1,000 €, about 0.02 € per lead.
- 180,000 leads a month. T4 plus 30,000 extra leads at 0.01 €: 1,800 €, still below the 2,000 € of T5. From 200,000 leads, T5 is cheaper and applies automatically.
Try your own volume in the calculator on the pricing page.
Ten Questions to Ask in Every Demo
- Can you show me a rejected lead being retried against the next buyer, live?
- What is the routing latency at my real volume, not at a demo’s?
- How do buyer outcomes (contacted, qualified, converted) come back into the platform, and do they affect routing?
- Where is my data hosted, and does it share a database with other clients?
- How is the consent record stored with each lead, and how does an opt-out reach every buyer that lead was sold to?
- Which routing methods are included in my plan, and which are add-ons?
- What exactly do I pay at my volume, including overage, pings, onboarding and add-ons?
- Can buyers serve themselves (lead search, exports, payments) without emailing my team?
- Can I export all my data, including history, if I leave?
- How long from signing to routing my first real lead, and who does the setup?
Conclusion
In 2027, the gap between lead distribution platforms is less about whether they can route a lead and more about what happens around it: whether a rejected lead gets a second chance, whether the buyer’s outcome comes back, whether consent follows the lead, and whether you can predict your bill.
Vertikl is our best overall choice because it covers all of that in one plan with a published price, on a dedicated instance with its own database. boberdoo, Lead Prosper and Phonexa remain worth a look if their one specialty (routing-tree depth, compliance-first ping-post, call tracking) is the center of your business. The quickest way to compare is on your own lead flow: start a 14-day free trial and run your real sources and buyers through it.
